Actually what works quite well is to use molasses mixed 8 -10 to one with water. Just submerge and leave it sit for about 2 weeks. With a fuel tank you probably should drain and re submerge a few times just to circulate the mix through the tank. I used this on some rusty tractor sheet metal that I had and I was very impressed. Apparently it works by chelation.
