Best way to make a 4 season trail through this low spot

Do not use wood chips. The loose top will wash away with the flooding and the ones mashed into the mud from driving over will create a constant wet sponge that will take forever to firm up.
Gravel/stone is the best option With or without culvert pipes.
Could always try with out first. Then add latter if needed.
