The fuel pump has a manual pumping lever, do not use the starter to bleed the system. Open the bleed screw and work the lever up and down until all the air is out.
1700 has gravity feed to injection pump only. Open the bleed screw at the filter until air is gone, then the injection pump bleed until air is gone, then the injectors. But, you need fuel to the filter first!

Not sure on your ford, my non ford tractor has a bleed screw near the filter, it will usually get fuel from tank to the filter using this one. Then s bleed screw at the injection pump. I have had to crack injector lines before also, but I would think you want good flow at the pump before you crack individual lines.

My neighbor was forever running his JD 430 diesel out of fuel. The only way to get it started was to loosen up all the injector lines until fuel started squirting out of them. Then I slapped him across the head and told him to fill the tank every time before using it. I got sick and tired of bleeding his machine for him. He had no ability to do it.

I had Pressure in a fuel tank from at a return line. From the injectors to just below the cap. You could see the air bubbles coming out. Noticed this not long after purchasing it so it' done it for Yrs. most likely. Leaves a puddle of diesel on top of the tank. First I left the cap loose but you couldn't fill it much over 1/2 a tank. Vent tube from a old ATV cap. Drilled a hole in the Yanmar cap and sealed the return line and solved that problem.

That is caused by a cracked injector or a bad injector seal (most of the time, a copper washer at end of injector). My Cummins had that problem, and it was a bad seal on one of the injectors.
