With the cold snap that we just had, I asked my dealer to get me the block heater since mine sits in an unheated area. My cat didn't like being woken from its cold winters nap!!
Remembering back to my diesel truck, it would not start below 0 if it was not plugged in. I usually kept it plugged in all the time when the temperature was going to be below 20. A tractor is a different thing, though. I would believe that if you plugged it in a couple hours or so before use that it would be okay.
