Brillion SS8 - Where Does This Go?

I purchased a Brillion SS8 3 years ago. It needed minor repair so I dismantled it. The boxes have been Powder coated, the the frame painted and bought new tires.

Now I'm finally reassembling it and one part is remains....I should have taken notes on the where the parts go.

Attached to this message are photos of the part. It's not listed on Brillion's Parts list.
I can't figure out where it belongs.

It’s a flanged sleeve bearing/bushing. somewhere you have a part sitting in a hole that’s too big.
let’s try page 1-24 item 12 or 1-26 item 17

That doesn't look like my unit.
