On the basic L-series it is adjusted under the right floorboard where the loader hoses enter the main hydraulic circuit. The relief valve is on the bottom side of block. As far as washers for shims, I prefer stainless steel as they are slightly thinner. I have also been running 2700psi on mine since 2008 with no issues, spec is 2347psi for my particular tractor. Never exceed 3000psi.

Now to narrow the location down a little more... On the bottom of the manifold that's located under the right floorboard there are 2 large bolt heads that stick down. I was under the impression that there was only one large bolt head under there but mine has 2. Which bolt head is the relief valve under? Is it the one closest to the front of the tractor or the one closest to the rear of the tractor?
Shims aren't a problem. I can pick up a few #10 stainless or zinc washers at the hardware.
