in the top picture of the ratchet straps, i have 2. is there any way to make or buy a hook end like the bottom strap in the picture to use with the top strap? mine are 2" wide straps

So you need a J hook to use with a Flat hook? I haven't seen an adapter.

New straps are only $10 at TSC. Cheaper and better in the long run than putting new hooks on old straps.

That sounds like a regulation for a specific type of cargo. Cargo is a broad term. I don't think the DOT cares if I use several 1" straps, or a couple 2" straps to tie a couch onto a landscape trailer for example. That's cargo, but 4" straps seem a little overkill in that instance.

Wrong. The regulation applies to any and all cargo secured with web type straps in interstate transportation. I can pull the reg and cite the page if you want. I use the skinny ones for hauling round bales but thats it.

I guess I'm an outlaw again...

I use Nylon straps to secure the show cars on my trailers... they were sold as DOT approved when I bought them... same as most of the tow trucks and rollback use with exotic cars.

Please do, I definitely need to read up on it. Interstate regulations usually mean federal enforcement. I've never seen a Federal DOT patrol car. TXDOT, however, will pull you over for trailer inspections, and not once have they ever mentioned strap thickness. I would think if all cargo needed thick straps they wouldn't even sell the thin ones any longer.

Actually the reg was updated some years ago, but, as usual, it's at the enforcement officers descretion.... It's not thickness, it's width.
