Most good shredders come with slip clutches installed. Cheap ones don't. Both my bat wing and my 8 foot flat back Land Pride both have friction disks on them plus I run an over running coupler on the PTO stub so the freewheeling cutters don't eat the PTO brake up. M Series Kubota's have notoriously weak PTO brakes and replacement entails splitting the units to replace them an expensive proposition.
In fact if I had any tractor, they would all have over running couplers on them.
