It's not a trick to fool anyone. Its just making an offer for below asking, perfectly legitimate. If they refuses and hold firm, you can grab the extra cash. I do this too.
I don't haggle on or low-ball listed prices. If I arrive to see an item below par I walk away. The only risk is time & fuel spent to vet an item. I know ahead what I'm willing to pay if I see something I want.
"What'll ya give me for it?" is when you keep track of how much is in each pocket, do the math, and whip out the "all I have" to make an offer.
That said, I often accept offers below my verbal ask if I want rid of something. Gaining the space it took up often surpasses any need/desire for recompense.
Looking to get $8k for the bucket truck, and won't come down on that.
