It is what actually works to stop these machines since the brakes are worthless, so maybe it is fair to refer to it as "brakes."

OK - we've established the what - now for the how?
Is it inherent (like worm/spur) or is there a circuit that somehow locks the hydraulics before 'GO'.

When in the neutral swash plate position, the hydraulic motor connected to and powering the rear axle has to change from a motor to a pump in order to rotate the axle. Since there is no easy path for the oil in the rear axle motor, now pump to go, the movement of the tractor is in effect stopped.

There is a learning curve... just like driving a Model T.

The Hydro is very safe and effective for hills as it provides motor braking and even the ability to reverse from simple foot action.

In 4wd the motor braking is available at both the front and rear axle... in 2wd only the rear.

I find my Brake Pedal is really a Parking Brake and the engine can easily overcome it's braking feature.
