[Aspiring BX24 owner so I can't answer this for myself.]

Does the ROPS have to be up to attach the backhoe?

The question is motivated by my garage door height and how often I may have to raise/lower the ROPS as I enter garage to pick up attachments.

My ROPS was down the last time I took my BH off and put it back on. I only banged my head on it two times.

That was my reaction too. When installing or removing the backhoe in the garage, just push it into place, remove or install the backhoe, then push it back down. Your door is too low for the ROPS, but the interior of your garage shouldn't be. It would probably be wise NOT to pin the ROPS up when you do this just in case you forget to put it back down. Mine will stay up by itself, but there may be some that won't.
