Yes, Viriginia. You are hearing relief valves when you hit stops or overloads.
The 3PH should not really ever hit the upper stop. You can adjust the lever to pop out of lift position at upper limit of travel. At least on a BX23 you can. Otherwise, that hitch will lift unbelievable loads. I don't think I have ever stalled my 3PH.
