Can't help with identification, but here is a unique skid steer rotary cutter for some design ideas.

The hydraulic motor has a built in cushion valve to let the blades spin down quickly when the hydraulic flow stops.

Note the front wheel and the hinged SSQA mounting:

Thanks everyone! I got more aggressive with the bolt, assuming it was RH thread and was able to break it loose. (Used the same 4ft cheater I had on it 3 weeks ago, but this time it gave-in. I think it knew I was chatting with you guys!)

Got the blade carrier off and made my way down to the seal. Seems to have a number on it - 7989. Now I just need to find where to get a replacement and instruction on how to replace it.
