If you confirm that the solenoid is working, I am afraid you may have injection pump problems. Five years is a long time sitting idle. The old fuel may have gummed up the plungers in the injection pump. There is a plate on the side of the pump you could remove to see the plungers. If you crank the engine over while watching the plungers, they should move up and down. Most likely they will be stuck in the up position and the springs don't have enough tension to push them back down.
I would do what jd110 says ^^^^^ if the plungers are stuck you have a place to start from. If stuck you should follow the proper procedures for removing the injector pump. Then send it to a qualified injector pump service center yourself. Then reinstall it yourself. That will save you some money.
