It may seem counter intuitive but for stuck fasteners, I try tightening it just a bit first, then leftie loosie. Sometimes (usually) it works.

Another old trick to loosen stuck nuts is to heat the threads then rub a candle around the threads so that the wax melts around and into the threads.

Both methods have worked for me in the past but I've never tried on the rotary cutter, yet.

Years ago, I had an old VW bug and to get the rear axle nut off, we had to use a long extension pipe slipped over a Craftsman 3/4" breaker bar. After jumping on the bar the nuts would finally come loose. But one time I actually broke the Craftsman 3/4 breaker bar. They were some kinda confused when little skinny me brought that bar in for warranty replacement!
