How do we convince people with this attitude that it is unacceptable in a civil society?
Take the bad police officers and make a pretty BIG example out of them.
That's what's unacceptable in a civilized society.. abuse of power.
Fix the top.. the bottom will fall into place.
It's folly to accept bad cops, but scorn bad civilians. It's inequality.. inequality breeds contempt.
'Serve the public trust'
Those are big words. If they aren't happening.. then there is no 'public trust'.
And yes, I know.. it's a small percentage of LEO that is bad, but that small percent spoils the outlook of the entire bunch.
Put a tablespoon of diesel into 10 gallons of drinking water... pretty dilute huh? taste it... Doesn't take but a small percentage to ruin the batch.
First step to solving this problem is to destroy the blue wall. When a leo turns a shoulder and protects another that is doing something he shouldn't be.. that means you have 2 bad LEO, not one.. even if the second one's error is an error of omission, and not an otherwise overt illegal or immoral act.
Second step, Make it a pretty awful and stigmatizing punishment. Make a list, put them on a list. Make them register when they move. Make it so they can't hold positions of authority or trust.. since they abuse their 'powers' when they do so. Heck, I think a red leg cuff might be a good idea. Tells people.. hey, I was a bad cop and did bad things to people that trusted me.. I took advantage of them.. I thought my badge made me god.... Yellow cuff could mean ' I sat by and didn't do my duty to protect people that trusted me, by not stopping another bad leo that was abusing his position... I just sat by and did nothing. Heck.. you could have a rainbow. I stold stuff from the evidence room. I falsified evidence, I'm one of those cops that beat people up when they didn't need it. The possibilities are endless.
That's the answer.. make the punishment bad enough that either you won't risk it, or that if you see it, you won't help the offender.
Now.. once you KNOW you won't get a ticket for safely, moving out of the way of an emergency vehicle... the problem is solved.
