The bolt would have to have a shoulder on it so the blade can move freely when it hits something the reduce down at the threads. I suppose it possible to do it this way although I haven’t seen it done on a brush cutter before.

Yes the shoulder would be the sleeve i spoke of on the bottom. All hardened hardware

If all you were ever going to do is use it as a big FINISH mower then there is no problem doing that, the reasoned for have the bolts come up from the bottom is to protect the nuts and threads from hitting things that most rough cut mowers hit. The only other issue to check would be if the nut and bolt distance hanging down would be lower than the cutting surface of the blade, most have several inches of offset though.

Maybe I missed the intended use of this cutter?

I've got a 6' cutter that I've had for 10 years. I've never removed the blades and sharpened them. I use it for rough cutting trails in timber and cutting waterways.

Secondly, if you are determined to sharpen the blades you need to do some research and learn what type of cutting edge you need to put on the blades depending on use.

Think I would stay with manufactures design because of (hopefully) it being properly engineered for safety and longevity... Heavy things going around at speed can have serious consequences if something gets loose...

Also probably balance the two blades....
