I wouldn't be too concerned about it for an $85 regulator, as long as it is charging. Is the fan belt tight enough?

Yep. In fact as a part of my "end of season" maintenance, I replaced the fan belt, which was beginning to show signs of deterioration, and the lower and bypass coolant hoses.

Bypass hose was beginning to show fabric on the outside of the "U" and the lower hose had a groove worn in it from contact with the fan belt. I think either (or both) the old belt was slightly too short or the old hose was slightly too long. There's plenty of clearance with the new parts.
