I'm looking for a decent cheap way to get a toothbar on the 4120 fel. I could make something if it would save anything and I could find parts I needed.

Well, it's not like a tooth bar is that complex. Look at one...
The weld-on teeth are available on the internet. The bar extrusion itself is available and you can saw or plasma cut the end pieces.
This assumes you can the equipment and the skills...if so, now just look for the parts.
I'm not sure you'll save much money though, if you consider the shipping costs for the parts and your time.

How about free, other than a few hours of work and picking the right bits from the scrap steel pile?

Yellow 1-1/2" tubing "teeth" were cut from a piece of bent handrail scrapped from work, the cutting edge and other pieces were all cut from a piece of 3x3x1/4" angle iron. I suppose the bolts and nuts had some cost... about $1.

Last weekend I made some 24" tooth extensions that slip over the outer teeth (jam bolt in the side keeps them in place), used for picking up piles of branches and brush piles. They also do a nice job of fluffing/mixing/aerating the compost/manure pile.
