A municipality has deep pockets to make the roadbed right.

That's why our municipality tore out the *NEW* tar and chip on our road after 3 winters and replaced it with asphalt this summer. They were spending more on hot patch making pot-hole and shoulder repairs than the original tar and chip job.

Why spend once when you can spend 8x as much!

Might want to check out Perma-Zyme. It's a soil stabilizer. Might work for what you want to do in keeping dust down. When I was researching something for a piece of property I found it. Just google or search engine of your choice.

You are correct been using on city alleyways for 8 years and subdivision roads 10 years no issues for us. VDOT approved and used throughout our region

I would suggest to the op that they check with resident engineer for their DOT region and ask them about tar and gravel. Most I have dealt with are more than happy to share their knowledge

Do you live in a hilly area?
We have lots of hills and ups and downs. Everyone has gravel driveways in the remote areas.
Went garage saleing and found one guy who got together with a couple neighbors and had the 1 lane road paved.
They were very unhappy.
Any frost or ice and they cant get up the road anymore

Like I mentioned before. It all depends on climate/location. In desert SW areas where there is very little to no snow during winter, chip seal works perfectly fine and at 1/5th the cost.

It's used a lot here too, on nearly every rural road. Some companies offer it for driveways too. Most roads hold up because they are updated with a fresh tar/chip coat every several years. As long as that's done before the road is too deteriorated, the multiple coats are built up and provide a very nice road long term. They even use tar/chip on some larger county roads and small state routes, as a top coat to an aging paved road. That seals and rejuvenates the surface for a few more years before a total repave is necessary.
