What it refers to is flow control and direction.
if you only install one flow control valve you
will have wide open speed flow in the opposite
direction.
That depends on the device. Most needle valves, or orifice valves will control speed in BOTH directions by using only ONE of them.
If you install it on the extend side circuit, it will restrict incomming fluid and make it slower when extending the cylinder, and it will restrict outgoing fluid when retracting and make it slower.
Same can be said if it is installed on the retract side of the cylinder.
