Round Up makes a product named Rodeo that is for use on shore line aquatic plants and is fish friendly. Also check in at www.pondboss.com which is a forum for lake and pond owners. You should be able to find some information there.

That is some thick vegetation! If it were mine, I think I would hit it with Reward this fall. Then remove as much of the dead matter as possible. Next spring when resprouting happens, hit it again with Reward and then depending on the size of the pond put in appropriate number of grass carp for recurring control.
