There are many variables that determine how long it takes to boot.
Hardware, boot time settings, software that is set to run all play into how quickly one comes up. Western put together an awesome machine with SSD drive and a gaggle of memory which gives him a fast boot up.
Some AV's will want to scan the drive if you are booting up from a power off situation which can make you think your computer is very slow.
I have a laptop that has been on for several years. It goes to sleep when I leave it and I reboot on occasion. I probably need to dust out the fans though.
Get your desktop up off the floor 5 or 6 inches and it won't pull in quite as much dust. A UPS is a great system saver for non-laptop machines.
