I'm sure it's still the same as when I went to college. At that time, there was almost always a vet attending class on the VA bill. They've already had firearms training, and have, in quite a few cases, been entrusted to carry firearms while serving the USA overseas. That student would be my first choice for a concealed carry permit, to be valid any time, anywhere. No execptions. All the exceptions (these absurd "gun-free zones") do is round up unarmed people in one place. Something they call a 'target-rich environment' for a wacko.
edit: One more thought. Anyone who has the power to institute a "gun-free zone" should be held liable for the safety of those inside this zone, as they have denied the people in the zone the ability to defend themselves.
