Skipped through the thread...For concrete do it all at once or at least in front of the house and then the rest of the road later on. Don't got less than 5" 3500psi 3/4" double wwm.

For a budget and not to throw a ton of money at it. Get it regraded and bring in Recycled Asphalt. Shop around, though some places (Quarries) have better quality than others. Spread it down, I'd got with 4"+, a little water and use a roller/plate compactor (preferably a roller for your large area) to compact it down. It's the cheapest semi permanent pavement you can get. Water wont do damage to 95% of it.

I can get it around me for $6-9 per ton. Another option is Recycled concrete which is dirty cheap to. When you wet it and compact it, it's super super hard.

Here is a side shot of our property showing the overall project area. The view is looking west. At the end of the drive, the pink area just off the garage parking pad would be area #1, about 1700sqft. The red area would be the next area of focus, about 350ft in distance, down to the creek crossing. That area would be its own area of focus, again about 1500sqft in area. Then the final stretch back to the road, would be entirely uphill, and about 6-700sqft in length. The orange arrows denote the flow of water, which you can tell, wants to run across and down the long hill of the drive.
