What he doesn't realize is that state laws can trump NTSB and ICC rules.
NTSB and ICC rules are minimum "guidelines" and the states can have stricter requirements, ie. California.
It's called "State's Rights". It's in the Constitution.
The state still can't change things like the air brake restriction to an endorsement. If they could it would completely defete the purpose of having a standardized CDL.
Do your homework. There are plenty of instances where "state's rights are tramped on.
