The flange that goes around the shaft is missing. The flange I believe has the tangs.

I agree the flange is missing (usually just a dust seal and the lower mount for the handle)...but you still need tangs on the spool itself for the handle to pin to.
Kenny, If you look at the handle from my post, you will see that the tang is part of the flange, I magnified his picture fairly large, and looked at the other handles and it looks the same. I am thinking the shaft is turned and you can't see the holes.
Could'nt find any numbers on the valve assembly.It is an old Hodges grinder.It looks like the handle assembly might thread into the end of the shaft.I plan to take another one apart and see.
