I think that amount is related to the maximum you can wire via Western Union. WU was always the requested method of payment on the 'deals' I've inquired about. That, or 'the tractor is now in Portugal but we'll deliver it at no cost to you' were the point where I stopped reading the scammers replies at mid-message.
Incidentally - Scammers will sometimes say you should WU the funds but they can't receive them until you inspect the merchandise then email them a 'release' password. Bogus! If you have named the recipient and they show up with ID for that identity they get the funds on the spot. There is no such thing as a Western Union 'release' password.
