Crank Assembly wont rotate

Hello, rebuilding a Ferguson TO30- 4 cylinder, Crank is installed and main caps are torqued, clearances checked and it rotates no problem (no pistons)
Installed the pulley and torqued Crank nut to 130 ftlbs but won't rotate, still no pistons. I back off the Crank nut to finger tight and the Crank can be rotated again. Is this normal?

Probably not normal.... Sounds like pulley is bottoming out on a bearing cap or pushing timing chain pulley against bearing cap or pulling crank laterally against its thrust bearing....

Hmm yeah that's what I was thinking
It's an aftermarket pulley, the OG one snapped on the front being removed, but shaft measurements are the same, guess I could reinstall the OG and see if I have this issue.

Check end play with pulley torqued... You should have a minimum of about .005th (+/-)
