If you do weld.. try to wire wheel as much paint off as possible.. and if you doo see pinholes.. try to grind at them a tad.. will make for alot less spaces to fill if you are just welding up some 'v' cuts.

Just to clarify, is the pin hole on the fitting or on the weld itself? (on the cylinder)
If the pinhole is on the fitting itself, and not in the weld itself, you might try to Braze it with some Silver Solder. Clean super good, flux 'till it runs into the pin hole, apply silver solder. Make sure it is sucked into the pin hole by the flux and all around it.
