The grey rectangle block is a relief valve. In neutral the ports are blocked is ok, you just want to stop the pressure of oil so the cylinder and lift arms do not fight with each other. When they are blocked and you raise the 3pt hitch, the oil will route through the U shaped hose and dump back into the tractor oil supply.
