Yes, because 9 out of ten times, the guy that picks up a crossbow to hunt in archery season doesn't take the time to understand how to hunt with a arrow and thinks he can take 100 yard shots with it, or else doesn't know where to place an arrow, or how to match his arrow shafts, or how to keep broadheads sharp, etc....
Look at the states that legalized crossbows during archery season, their hunting success numbers didn't improve at all. I lived in Alabama when they legalized crossbows for archery season there, and I really didn't care that much that it happened; I just lamented the fact that there would be a bunch of unprepared hunters out wounding deer. Having to draw a bow back and show some proficiency tends to weed out the beginners who don't have a commitment to the sport, whereas gunhunters-turned-crossbow archers can show an immediate accuracy level that deceives them into believing that they can use it like a gun without preparing and practicing with their equipment and understanding the limitations of 300 FPS trajectory.
Whatever my personal opinion on crossbows is, we don't get to vote on it during the general state election now do we??? The game and parks division makes the determination. So it doesn't really matter what my opinion is. Though I bet if there was a general vote, it may not come out as a clear cut winner in either direction....
