There is no emission testing in many areas of the county... with no testing and no inspection how would they know? Yes it is against Federal Law and you may have the EPA or FBI after you IF they know.

Even your home state (my former) only has emission testing annually for 19/100 counties. The other 81 counties to not have emission testing at all.
Then there is this from the NC DMV below, guess you title that truck in NC since diesels are exempt from emission testing.

Vehicles are exempt from emissions inspections under the following conditions:

AND If you spent more than $200 to fix an emission failure you will get a waiver from the DMV to register your vehicle.

(a) No person shall drive a motor vehicle on a highway unless such motor vehicle is equipped with a muffler, or other exhaust system of the type installed at the time of manufacture, in good working order and in constant operation to prevent excessive or unusual noise, annoying smoke and smoke screens.

(b) It shall be unlawful to use a "muffler cut-out" on any motor vehicle upon a highway.

(c) No motor vehicle registered in this State that was manufactured after model year 1967 shall be operated in this State unless it is equipped with emissions control devices that were installed on the vehicle at the time the vehicle was manufactured and these devices are properly connected.

(d) The requirements of subsection (c) of this section shall not apply if the emissions control devices have been removed for the purpose of converting the motor vehicle to operate on natural or liquefied petroleum gas or other modifications have been made in order to reduce air pollution and these modifications are approved by the Department of Environmental Quality. Like I said still against federal law and maybe in state but they would have to know....
How many traffic cops are looking under the hood or at the exhaust? If someone pulls the guts out of a DPF canister how would a cop know that? Unless he disassembles a hot exhaust.
Now if you are rolling coal or open exhaust you might be noticed.
How will the clerk at the DMV know that you gutted your DPF when you apply for a title and registration?
You would have no trouble getting a title and registration of a modified vehicle in any area that does not have emission testing on diesels
Making laws and enforcing laws (and then prosecuting) do not seem to be connected these days.

How many open cutout exhaust are driven in NC. I expect is is a lot more than you think, flip the loud switch off and it is a stock sound.

As to your long link....in 81 NC counties you can not get an emissions inspection, not required. How many "pass it anyway" safety inspections are done every day? Used cost an extra fiver in Goldsboro.
If that would not work register it as a custom and almost everything is waived.

Not everybody lives in a Nanny state. Wisconsin doesn't even have vehicle safety inspections; you don't even have to have proof of insurance to register your vehicle. It also sounds like the guy drew attention to himself, in New jersey no less, go figure.

Be one thing if DPF made sense. I would like to think cooler heads will prevail and it will go the wayside and we will keep things that do like EGR which does. I am not against all emission controls. DPF is dumb. Cats on cars the science and numbers don't work out there either as far as I am concerned. Evaporative emissions ugh, big pain, might make sense, find it hard to believe that little bit going into the atmosphere makes that big of a difference, but I'll bite. A filter on an exhaust, that you turn around and use more fuel to burn off and clean out said filter at a latter date can't make sense.

But hope springs eternal. :)
