Once USA and Europe mandated ULSD, prices for diesel started creeping up because US has higher refining capacity for the ULSD and US has been exporting a high volume of it. If Europe would get off their behinds and and update their refineries the price gap would be diminished but, don't see that happening anytime soon.
In mid 1990's diesel was always cheaper than gasoline. I was paying about $0.85 / gallon for red diesel then, and about same for propane.
