Used motor oil on dirt roads was a common practice in PA fo a lot of years also. They dont do it anymore that I know of but up into the late 80's I know it was being used by townships to control dust.
Yes I know the differance between used 30W, tack coat, and BM asphalt.
BTW, did you know that asphalt is considered a hazardous material, when it is removed? Not when its being put down, or while in place, but if you rip it up its now a hazard. ???????? Everything the EPA does not have to make sense. /forums/images/graemlins/crazy.gif
Actually one of the benifits is that they started recycling it on at least the big jobs. Makes sense. Add BM and you have a viable material. I dont know if its cost effective to haul it back and forth, but when you set up a portable plant near the job it is probably as cost effective as anything else. It would be a real good thing in your area due to lack of stone, less $$ to haul in.
