Sorry I've taken so long to get back on this thread.
First - thanks MX5guy for the links provided. There might be some hope.
Background... My Kioti DK45S is a great machine. However, I did have a major problem with the fuel injection pump. There's what looks like a chrome rod in the pump that gets stuck in an open or closed position. Apparently the rod has teeth on the opposite side and as the rod moves back and forth, it turns round gears that in turn actuate valves that pump fuel. The round gears have a tendency to break. If the rod is stuck open, then the engine revs wide open. If the rod is stuck closed, the engine won't start.
It's a serious defect in the older DK45's but I'm guessing that it has been corrected in later models because the part number has been updated. (And I suspect the new part has corrected the flaw.) I don't know how prevalent the problem is with this model tractor. I have heard anecdotal evidence that it's widespread. For example, my local parts manager said that the pump was on back order and the backlog was substantial. On the other hand, I've talked to other dealers who say that they've never seen the problem.
I had my pump rebuilt. The shop that rebuilt it basically combined mine and another broken pump to turn out a repaired pump. That was not a good plan as now I have the problem again. The first time, my DK45 wouldn't start. This last time I set it up with my local wood cutter and he was using it with a 3ph wood splitter. When the fuel injection pump let go, the engine went wide open. I was off in my van running an errand and he was unfamiliar with the tractor. He did figure out what to do... get in the tractor; put it in high range and stall it out using the brake. It wouldn't shut off with the key. Fortunately he was savy enough to handle it.
I think the problem might be a combination of a poorly manufactured (or designed) part (components, whatever) and poorer quality fuel. The place where I buy my fuel probably doesn't turn over a lot of diesel and there might be a quality problem there. I do use diesel additive though, but it didn't prevent the problem.
