Yes they do, if you think about it they are rated to pick up very heavy loads without going over forwards. Logistically this means they have to be very rear end heavy. Motor etc is all in the rear to allow for picking up 1000+ pounds on the front end.
Take your time and get used to it. Depending on what you are doing going up an incline forward is fine as long as you are carrying a decent amount of weight on the front and you are carrying the load low to the ground. However if you are questioning the balance then as others have said, back up the hill rather than go up forwards. Much safer.
