Hmmm... I wonder if they painted it immediately after welding it, before the welds had fully cooled.

I would be shocked and amazed if surface rust is covered at all under warranty. Surface rust is structurally of zero concern. Perforation (rust holes) or scale/pitting would be structurally detrimental. Even your automobile warrantee specifically states that perforation is covered for a given period, but there is no warranty expressed or implied on an automobile/light truck beyond "good will" or "best practices" for typical surface corrosion that may be offered to you by the dealership. Legally you have no recourse for environmentally induced corrosion or coating failure outside of perforation.

Cosmetically the pulley belt covers makes the deck look pretty, but one pays a price. I remove the covers and hang them on the wall. I don稚 ever plan on stepping off the unit with the mower engaged. Makes cleaning the deck of grass clippings and moisture easier with a blower. I have a old an seldomused 1971 Wheel Horse that still has the original deck. I have had the sidewall on the front plated with eighth inch flat steel plate on the outside where the blade tips (3) bounces the grass of as it is cutting.
