I would consider having the first 10' next to the road paved. Have the first 3' or so pitch towards the garage and the rest pitch toward the road creating a swail that should drain the same direction as the road(as shown in your photo). This would keep most of the water from the road off the gravel. You would then add a couple of loads of crushed asphalt or stone to the remainder of the driveway to get it to drain properly and add strength.

don,t tell anyone I told you this but old shingles make a very fine base for a gravel drive way.I,d guess it,s maybe not ok by the epa police. They,ll haul em to you for free just to be rid of them.Nails are a draw back but gravel on top helps to bury them.Remember now, just between us!:thumbsup:Dave

Whatever you do, just remember that water WILL run downhill.
When ice melts it becomes water.
The water in any burried drainage pipe will become ice, and stay that way all winter. It will be the last thing to thaw in the spring.
If the surface is settling where you drive, its because you are compacting it. Throw some more material into the ruts until they stop compacting.....and the water runs away from that area

oil and chip is popular in my area.

a thick asphalt material the consistency of roofing tar is put down (spayed) and stone chips (usually broken gannet) are then sprinkled on top and rolled in.

Odd that no one has mentioned a concrete admixture in conjunction w/ Polypavement. Davis Colors has any color you could want. Lamp black is the most common, used for municipal sidewalks etc. and is available from any Ready-mix outfit. It would be a simple matter to till it into the soil until the desired color is acheived, then proceed w/ Polypavement application.
