Hi Bob yes I did, and im running the grey bottle diesel klean double dose but no bugs everything very clean in the fuel system

"Sputters and dies" to me says fuel system. Head gasket is more like runs rough, runs hot, hard starting, gradually gets worse.

ok got it to run ok then put the 4ft finnish mower on it and ran it up to 2200rpm and in 1st low it loaded it up and had to give wide open throttle to keep it at 2200 and within 20ft it started falling off down to 1800 then 1500 and so on, no power at all and started over heating quick up to 210 and then sputtered and i shut it down even engaging the pto with the mower on wanted to kill the eng no power at all

This thread is too long to go through the whole thing, but are you satisfied that you are getting enough air through the filter system to the engine?

I doubt timing is an issue from the symptoms you posted. The symptoms you describe are classical engine seizure. This could have been what perplexed the original owner. You could have compound problems. Since you found all that crud in the governor sump, it is also suspect but even the best governor in the world with "balls to the wall" cannot overcome engine seizure. The only places in an engine where sliding metal-to-metal surfaces are located is the crankshaft main and rod bearings, piston gudgeon (wrist) pins, camshaft and related bearings, and piston ring/cylinder liner. In all instances an oil wedge must be present, even a very small one with ring/liner contact. Since you re-inspected all of the main and rod bearings and found no evidence of binding it's safe to discount those as suspect. I doubt the cam bearings would provide adequate resistance to bring the engine to a stall. My guess would be to revisit the piston ring end gaps.

bob I found the problem I am pretty sure, I pulled the hyd filter it has a big one about 9in long and 2.5in wide under the drivers right foot and it was collapsed and slam full of junk (dirt, rocks, parts of jimmy hoffa , hahaha) really it was horrable and collapsed down to about a half in and it poped off both of the end caps, also there was a bunch of garbage still up in the filter holder, kind of looked like it was full of sand and pebbles i took some pics, so I think the hyd system was dead heading but it would take a few turns of the steering wheel or me using the pto and mower for it to go off, rem I would turn to up a small grade and it would happen
