"It is a blade (a bit like a cut-throat razor blade) on an articulated arm which extends out to the side of the vehicle and can be dexterously manipulated to scrape the leaves into small piles. Once you have scraped together the leaves, you retract the blade behind the front end loader scoop and go back along the road, picking up the piles with the scoop.

"The front end loader drives slowly along the on the surface of the road with the blade extended out into the gutter. It scrapes leaves, twigs, rubbish or dirt into small piles. As it finishes each pile, you lift the blade up over the pile and start building a new one.
Once you have created several piles, you drive back along the road and collect each pile in the front end loader bucket and deposit the debris wherever required. This could be over the side of a bank, or into a truck.
When cleaning culverts, which are narrow and fiddly to get into, you can pile the leaves up with the blade, then use the backhoe to collect them out of the culvert entrance.
