Drilling one inch holes

How about leaving the plate a rectangle? More weight and more space to hang weight if needed.

This thing will weigh in at least 300 pounds.
Don't think I'll need extra weight.
With most of the weight toward the back I'll be doing good if my 8N can lift it.
Also the plate would look better as round.
I will only be using it to spread mulch, loose dirt, and gravel.

In terms of hole spacing, think about the dividing plate concept. With a full circle pattern on the rotating plate, place one stationary hole so the blade is square. Place a second stationary hole so the blade is rotated 1/2 the angle between holes in your circle pattern. More stationary holes can give you more fractions.

The matching plate on the blade has 5 holes in it. see pic below.
So if I put a hole every 45 degrees on the mounting plate
then I should be able to get just about any angle I would want.

Today I went and got a 1/2 inch shorter belt for my drill press.
This let me tighten up the belts the way they are supposed to be.
I already had a 3/4 inch hole in my plate,
so I chucked up a 1 inch drill bit and drilled it out.
It caught a little at the end and the belt would slip, but otherwise it drilled fine.

Found a guy today nearby that will cut my plate into a circle.
He has a plasma cutter with a circle cutting jig.
He might even cut the holes for me. Sure would save me a lot of work.

I finally feel like I'm getting somewhere with this project.

Just for your information, there are several people from the Practical Machinist board, and the Homeshop Machinist board that live near southern Tn. A milling machine will cut those holes rather nicely, with a 1" endmill instead of a drill bit. If you were closer, I would invite you over to use mine.
