That's a typical hydrostatic setup with manual control. Do you have room for a regular control lever? Ours were a "Z" style (poor description) that you had to move sideways at neutral to go either into forward or reverse. I can't find the info on them but I found this lever setup which I think would give you what you need. It locks in neutral so it would hopefully keep you from overshooting when you bring it back to center.

I'm going to guess that you are above average in mechanical/machinist skills. If you are wanting to tighten the arm up on the shaft if the thickness allows it slot one side into the hole and drill and tap it so as to be able to clamp it tight onto the shaft. It surprises me that the pump uses a non splined shaft. Just a suggestion.

Up date , I have created a connection between the shaft and cable, plan is to use a 5/8” socket, same as shaft size , weld the arm to the socket in neutral position and then somehow , connect the end of the joystick cable from there to a controller buyersproducts # B206301001, not sure how that mounts yet, any suggestions?

For mounting the cable and remote lever this PDF has some good instructions. The Buyers is a knockoff of the Morse controls and Teleflex cables.

For the Buyers cables the outer sheath uses a 3/4"-16 fine thread. The inner control cable uses a 1/4"-28 fine thread.
On the end of the cable use a yoke. Buyers offers several with 1/4"-28 female threads with a 1/4", 5/16", 3/8", or 1/2" pin.

There are other brands out there, Buyers just has the best assortment that is easy to source. I have used their joysticks and cables before, and they are good. You will need to fabricate a bracket to hold the sheath of the control cable with 3/4"-16 threads.

Thanks for that, I have the Buyers control and hope to do some fitting tomorrow , need to figure out a mounting bracket, definitely a work in progress.

Any thoughts as to drilling and tapping the end of this shaft to better secure the socket , may need to use existing setup and possibly use a ball joint fitting , space is an issue.https://www.buyersproducts.com/product/ball-joint-1338

What is the 10th letter of the pump model number as mentioned in the post linked below?
If the 10th letter is G then it is tapped for a M8x1.25 bolt already. The photo you posted is hard to tell, but it sure looks like a hole there instead of the normal center mark a non threaded shaft would have.

A ball joint would work. I would double nut the end if you can, or put a cotter pin on it. Having the pump control come loose would not be good. Clevis's are better as they put the force directly into the cable, whereas a ball joint offsets the force potentially leading to bending.

Here is a pic of the mdl# on the pump, it does appear to have the center shaft threaded hole, what is the correct fitting to go over the shaft? The rig that’s on there now was homemade,will not stay tight even with the new set screw, material is too thin to make a good thread.

If I read the information correctly the square on the pump shaft is .62 or approximately 5/8" or about 16 MM. So for some possibilities to consider if those dimensions are correct. This winch handle would be easy enough to take a file to and work out to size and hold in place with the bolt in the shaft end. There are also bicycle crank arms with squares and with clamp style ends. You may be able to find a clamp style that will serve the purpose as well. The bike crank I linked is 8+ inches long and has .55 square or rectangle opening.

I thought I was all set with the 5/8” socket but it doesn’t fit, I found a place near by that deals with hydraulic pumps ,I plan on going there in the AM .
