Ebay is a game of odds, like Vegas. You win some, you lose some. Overall I think buying and selling there is worthwhile but I've met my share of strange types. Where else would you ever even see that once-in-ten-years part listed.
Money Orders Only is a bad sign. For a frequent seller, it means he sells with no recourse no matter what. Nearly all frequent ebay sellers are more reasonable than this. This one plays hardball. I don't think it is likely you will ever see that special part you need. (sorry!) Maybe he never had one.
Sometimes when a transaction goes weird it means another person emailed the seller and offered more. That may be what happened here. In that case, he will 'find' your money order, uncashed, and refund it to you presumably, because otherwise he is on the wrong end of criminal fraud and also will get booted by ebay.
You need to jump on him hard right now, possibly he hasn't shipped the part anywhere, so act quick. The phone can be more effective than email - do some detective work and get his number. Phone him and say you are coming by. Do whatever it takes to shake loose that part. If you used a Postal money order the feds will (eventually) help you pursue mail fraud charges - discuss this with him.
He couldn't possibly have lost the Fedex shipping info, he doesn't want to show it to you.
Deal with him first and ebay later (but within 30 days). It sounds like you would prefer the unique part that only he can provide, over just getting a refund.
Another technique I have used, but ebay disapproves of, is to contact all the customers showing in his recent sales (not feedback) and ask if they got their order. Or someone who sold to him (showing in his feedback) might give you more contact information.
