Paypal itself is pretty useless if you dont get the item you ordered. I once ordered a set or Branded Oregon spindles for my Huskvarna lawn tractor. The parts shipped WERNT Oregon brand as advertised.
I contacted seller and paypal. The seller finally agreed to take them back but wanted 50% restock fee. Paypal wouldnt fight this and only refunded me 50% even though the ad was FALSE ADVERTISING.
I ended up going thru Capital One to fight for it, and They got me all my money back
The biggest problem i have with paypal and eby...there is NO REAL phone numbers for you to contact real people. Its all handled by email. And paypal and ebay simply sent me email saying case was closed.
ALso, after Capital One reversed the charges, i got an email from paypal asking me why i didnt use their mitigation service and if i didnt use them next time they could cancel my account. Mind yo their mitigation service did nothing.
Again... always pay with credit card and you will always be safe. There are 100's if not 1,000's of articles out their warning about selling expensive stuff overseas as alot of the sales get cancelled by the ordering party saying the item never arrived or was a pirated/copy of original. There is one just last week about a rare Violin sole on Ebay for $2,500. The buyer said it was fake and PayPal refunded the buyer the money AND told the buyer to destroy the violin and not need to return it. the seller was out a CERTIFIED original violin and out the money.
So its always buyer beware. and seller beware.
