Around here, the contractors working roads plant as they complete the road projects, no matter what the time. They run rippers a coupla inches deep (some til, but most don't) then seed. Then they blow a mulch (Hay) mix over it. Finally, they run a straight bladed disk over it to push the hay/seed into the ground.

It's not lawn, but they generally get good results planting K31 fescue.

If Bermuda grass suits your fancy, we're just about to come to the season for planting it. May 15 is probably the earliest you'd want to plant it.

get yourself a cheap contractor grade grass mix and mix it with the wildflower seed. Make sure you get the wildflower seet that isn;t all filler. You can actually still buy cans of woldflower seed that are all seeds.
The cheap gras seed will have a annual rye grass that sprouts quick and lasts a few months then dies. by that time the wildflowers will have taken roiot and be blooming and will reseed themselves every year

Oh and BTW not waterign isn't a problem if you cover it with straw or some type mulch. I just planted two patches of gras and wildflowers. I didn't water either of them and grew fine
