You aren't going to get close with the 164Si to 3/8" as far as welding goes. For that welding thickness on a regular basis, I'd recommend the PowerTIG 250EX. PowerPlasma 50S is our best value in a plasma cutter. Get both of these and you'll be able to sell your thunderbolt and get a better arc to boot when stick welding.
The 164si will handle 3/8" steel as far as the plasma goes, but If you don't need to weld that thick, then the PowerTIG 185 and the PowerPlasma 50S would work.
