I often see wobbling Dayton wheels due to some tire jocky not knowing how to properly mount them. (No big secret, simply snug up the lug nuts a little at a time while rotating the wheel)
25 years ago on a hot afternoon I heard an explosion, windows shook and things fell from the window sill. I went to investigate and the front tire from a car I had for sale had exploded. It was a small car with probably a 13 or 14 inch tire.

It helps as much as water jars around pillars of highway overpasses. They arent strong at all, but they do absorb a lot of energy while breaking. The strap may have made you feel better but it wouldn't have helped if it came apart.
Was talking about seating the locking ring at 1 to 2 bar pressure.. thats the most tricky part. One strap wouldn't work...it would just act as a hinge if it didn't break and the locking ring would still swat you. Besides...if the assembly blew apart when at full pressure, just the air blast is enough to kill, let alone any physical contact with the tire or rim parts.
