The folks who pump oil can't cooperate enough to do this. This scenario would require cooperation.

The US has another problem. We have not built new refineries since Clinton.

We have built new refineries, just not at any new sites. Refineries are constantly being upgraded and rebuilt for process improvements and capacity upgrades. Existing site emissions allowances make it unattractive to construct on a new site.

It is allot cheaper to simply build them offshore, the new Hess plant in the Virgin Islands is now the largest refinery in the Western Hemisphere.

I was involved with a proposed project at the EXISTING Amoco refinery in Whiting IN. They were in the process of repowering the refinery. They had just completed a new catalytic refinery string. The project we were bidding on was to allow the expansion of the refinery by adding another section. This was about 10 years ago. Some of the problems we had to be aware of for costing was the great deal of old foundations from past incarnations of the refinery.

I have no knowledge of any new sites or lack of them. I just know that the one I was involved with had virtually none of it's facilities from 30-40 years ago still in operation as they had been replaced by newer higher capacity systems. And we were there because they were planning on extensive mods to one of the older areas, the power plant.

BTW this refinery supplied fuel oil by pipeline to the Chicago Worlds Fair of 1893.

The end of the world must be near - an oil price/profit thread on TBN that hasn't degenerated into name calling, threats, and general foaming at the mouth! ;^) I had given up all hope of ever having a civil discussion; you guys have restored my faith in TBN.
