I have a 05 F-150 FX4 Reg cab 6.5ft bed which I bought new. It gets 16.5 MPG running empty which is most of the time. Pulling a trailer I get around 13 to 14. Truck has 105K miles on it now and still get 16.5MPG burning regular gas. I used to calculate my milage with every fillup. I don't bother any more, quit at ~104,500 miles. It's the Triton 5.4L automatic w/OD.
A F-250 would be heavier and with some tools and such I can see the milage your getting as being about normal, depending on how heavy your foot is.
